Paul has extensive experience working for the federal government for over 20 years. His legal experience is in alternative dispute resolution, labor relations, equal opportunity, and tort law. His also has expertise in logsitcs and strategic planning. He has a Bachelor of Arts degree in Homeland Security and Emergency Management from the University of Arizona Global Campus, a Master of Science degree from the National War College in Washington, D.C., and a Juris Doctorate from the University of Maryland.
